Od marca 2006 r. trwa okres przejściowy, w którym następuje zharmonizowanie normy EN - 14351-1 z przepisami krajowymi krajów członkowskich UE. Okres przejściowy deklarowania własności stolarki do znaku CE i znaku B zakończy się 01. lutego 2010 r. Norma zharmonizowana podaje właściwości eksploatacyjne i fizyczne dla okien i drzwi zewnętrznych (ok. 22 cechy) oraz klasyfikację stolarki okienno-drzwiowej, jak również opisuje metody ustalania cech stolarki wg odpowiednich procedur badawczych.
Deklarowane własności stolarki okiennej do wymagań Aprobaty Technicznej - znak B, w rozumieniu zapisów normy zharmonizowanej, posiadają jedną klasę z wymaganych własności eksploatacyjnych - klasę szczelności na wodę opadową 4A /150 Pa/. Ciśnienie prędkości wiatru w pierwszej strefie obciążeń wiatrem w Polsce wynosi Vk = 250 Pa. Deklarowanie własności stolarki do znaku B nie zapewnia użytkownikowi okien otrzymania wyrobu, którego własności eksploatacyjne gwarantują ich prawidłowe funkcjonowanie w miejscu zabudowania /obiekt, rodzaj terenu, strefa obciążeń/. Jedynie oznaczenie wyrobu znakiem CE i wystawienie Deklaracji Zgodności do wymagań normy PN-EN 14351-1 stanowi dla użytkownika gwarancję przydatności zakupionej stolarki. W przypadku systemów VEKA dodatkowo potwierdzamy badaniami własności mechanicznych okien bezpieczeństwo użytkowania.
